Assuming your files are on ~/Downloads
Open the Terminal and use following commands

Bash:

tar -xvf ~/Downloads/Conky_YesThisIsMe.tar
mv ~/Downloads/Conky_YesThisIsMe ~/Downloads/.Conky
mv ~/Downloads/.Conky ~/.Conky
~/.Conky/startconky.sh

Just add ~/.Conky/startconky.sh to startup application.
